Status and Testimony

RELATING TO A LAW ENFORCEMENT STANDARDS BOARD.
Establishes a law enforcement standards board for the certification of county police officers, state public safety officers, and employees of the departments of transportation and land and natural resources with police powers.  Beginning on 1/1/2018, prohibits appointment or hiring of these officers unless certified by the law enforcement standards board.  Establishes a special fund.

RELATING TO WATER AND SEWER DISTRIBUTION SYSTEMS.
Appropriates funds for research on water and sewer distribution systems on each island and a pilot study for advanced monitoring of water systems.

RELATING TO LAND EXCHANGE.
Appropriates funds to investigate the possibility of exchanging state land for land owned by Dole Food Company, Inc., and for costs of executing the exchange.  Appropriates funds to investigate the possibility of exchanging certain state lands between the department of public safety and department of agriculture.

Status and Testimony

RELATING TO COASTAL ZONE MANAGEMENT.
Requires new development to plan for the impacts of projected sea level rise and prohibits development in areas significantly affected by projected sea level rise.  Transitions to long-term annual shoreline erosion based setback by 1/1/2018 for counties with erosion rate data and requires the setback to be sixty feet from the shoreline for a new development.

Status and Testimony

RELATING TO THE WAIKIKI-DIAMOND HEAD SHORELINE FISHERIES MANAGEMENT AREA.
Prohibits spearfishing at all hours of the day within the Waikiki-Diamond Head shoreline fisheries management area until such time as the department of land and natural resources determines through research that the damage existing as of January 1, 2016, to the coral reefs has abated and the reefs are restored.  Effective 1/1/2016.
