Reduces the movement of invasive pests between islands by: Authorizing inspection and treatment of Regulated goods moving between islands and intraisland, prohibiting transportation of infested material between islands and intraisland, authorizing the department to designate quarantine areas, as needed, to isolate infested areas, and authorizing a compliance agreement program to insure that qualifying agricultural businesses in quarantine areas can transport their commodities with minimal risk of pest or disease spread.

Improve the effectiveness of Hawaii biosecurity program by establishing the program as a function of the whole Department of Agriculture.  The improvement of Hawaii biosecurity goes beyond the confines of the plant quarantine branch and often also includes other groups both inside and outside of state government.

Amends section 346-43.5, Hawaii Revised Statutes, to clarify that fraudulently applying for or renewing medical assistance benefits is a class C felony, and to clarify the amount of restitution when the fraud is committed by a recipient of medical assistance benefits.  Amends the statute of limitations provision under section 701-108, Hawaii Revised Statutes, to include the offense of medical assistance fraud with other felony offenses involving fraud or deception.

Requires an employee receiving workers' compensation benefits to have retirement contributions deducted from those benefits.

Establishes deadlines:  (1) for public employees who join the employees' retirement system after June 30, 2016 to claim membership service credit for previous service and for military service credit; and (2) for starting payments to acquire membership service credit for previous service, military service and unpaid leave.  Provides for payment for acquisition based on actuarial cost.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Requires State and counties to furnish payroll and personnel transaction information to the Employees' Retirement System in the required format.  If a department or agency fails to provide the information in the required format, the State or county will be required to pay to the system in a lump sum at the beginning of the fiscal year the amount equal to the employer contributions payable by the department or agency.  Unpaid amounts bear interest.

Amends the QUEST and QUEST Expanded Access references in the Hawaii Revised Statutes to remove language that refers to specific programs and replace it with "medicaid managed care".  The name change also authorizes all Medicaid managed care health plans to subject prescription drugs for conditions covered in section 346-352, Hawaii Revised Statutes, to prior authorization procedures.

Clarifies that amendments to birth records that change parenthood shall not be conducted through the Uniform Information Practices Act procedures to correct personal records, but must be pursuant to a court order of appropriate jurisdiction or other legal establishment of parenthood.

Establishes the authority to transfer federal capitalization grant funds between the Water Pollution Control Revolving Fund and the Drinking Water Treatment Revolving Loan Fund within the Department of Health, in accordance with the existing federal Safe Drinking Water Act, and as codified in Title 40 Code of Federal Regulations section 35.3530(c).  Effective July 1, 2015.

A special fund is needed to deposit moneys from federal fines assessed against skilled nursing facilities and home health agencies during inspections conducted by the Department of Health on behalf of the U.S. Centers for Medicare and Medicaid Services.  These moneys cannot be comingled with any other federal or state funds.

Allows for a declaration to be filed with the petition as an alternative to an affidavit; expands the court's ability to continue the hearing on the petition for good cause; gives the court more flexibility in deciding when a guardian ad litem is necessary; changes the time requirement for filing for a court order for medical treatment from a period of within two days of an examination of the person to within five days; redefines the persons who must be notified of the petition; clarifies the effective expiration date of the order for persons who return to custody after release; and provides the ability for the department to seek an extension of an order to treat if necessary.

Amends the law for operating a vehicle under the influence of an intoxicant.  Mandates the use of an ignition interlock for all offenders convicted and adjudicated for the offense of operating a vehicle under the influence of an intoxicant.  Increases the fines for the violation.  Removes the exemption for the repeat offender to drive without an ignition interlock if employed and required to drive a company vehicle for employment.  Authorizes the director of transportation to make administrative rules governing the certification, monitoring, operation and compliance of the ignition interlock and authorizes penalties under these rules.Amends the law relating to the storage of opened container that contains intoxicating liquor or the consumption at the scenic lookout and clarify where intoxicating liquor may be kept in a motor vehicle.  Further clarifies who and where an opened container may be possessed in a recreational vehicle, house coach or house trailer.
