A BILL FOR AN ACT

 

 

relating to tourism.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


SECTION 1.  The legislature finds that the State Capitol reflecting pools have long been plagued by persistent algae growth and have become stagnant because of inadequate water circulation and no filtration.  It has been reported that it costs $100,000 annually for state workers to continually clean the pools and that it would take approximately $15,200,000 to fix the reflecting pools.

The construction of water fountains in the reflecting pools would make the pools essentially self-cleaning by circulating the now-stagnant water.  This would reduce algae growth, lessen foul odors, and save money on cleaning expenditures which could be reinvested to repair and improve the reflecting pools.

Adding choreographed light displays and Hawaiian music to complement the reflecting pool water fountains would enliven the State Capitol and maximize its exposure to a worldwide audience.  Similar to the famous dancing fountains to Plaza Salcedo, next to the Provincial Capitol building in Vigan Ilocos Sur in the Philippines, the implementation of daily, dynamic water fountain shows at the State Capitol will draw visitors, increase visitor exposure to the Capitol district, and strengthen the State's tourism industry.

The purpose of this Act is to appropriate funds for the planning, design, and construction of water fountains in the State Capitol reflecting pools and a choreographed water fountain show with light displays and Hawaiian music.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2016-2017 for planning, design, and construction of water fountains in the State Capitol reflecting pools and a choreographed water fountain show with light displays and Hawaiian music.

     The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2016.
