A BILL FOR AN ACT

 

 

RELATING TO WAILUKU PROPERTIES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The department of accounting and general services shall develop a comprehensive Wailuku state office master plan to address the shortage of space in the Wailuku state office building and old courthouse building.  The master plan shall include:

     (1)  An analysis of the existing uses of the facilities and office space in the Wailuku state office building and old courthouse building;

     (2)  The identification of any issues or problems encountered by state agencies as a result of the lack of facilities and office space and a determination of the space needed to resolve these issues; and

     (3)  The identification and evaluation of all land and buildings adjacent to and surrounding the Wailuku state office building and old courthouse building, including land and buildings owned by Hawaiian Telcom, Bank of Hawaii, and Maui county, to determine if the land and buildings may be used to reduce the shortage of space in the Wailuku state office building and old courthouse building.

     (b)  For the purposes of subsection (a), the department of accounting and general services shall consult with the appropriate stakeholders, including the Maui county judiciary and Maui redevelopment agency.

     (c)  The department of accounting and general services shall submit the Wailuku state office master plan to the legislature no later than twenty days prior to the convening of the regular session of 2017.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $250,000 or so much thereof as may be necessary for fiscal year 2016-2017 for the Wailuku state office master plan.

     The sums appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $10,000,000 or so much thereof as may be necessary for fiscal year 2016-2017 for the purpose of purchasing certain properties in or near Wailuku, identified as follows:  TMK: 03-04-013-024; TMK: 03-04-013-090; TMK: 03-04-013-091; TMK: 03-04-013-011; TMK: 03-04-013-023; and TMK: 03-04-013-010.

     The sum appropriated shall be expended by department of accounting and general services for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2016.
