A BILL FOR AN ACT

 

 

RELATING TO TOURISM.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Waikiki beach is a key asset to the State's visitor industry.  Preserving this beach and maintaining public access along the beach are vital to the strength of the industry.  The long-overdue restoration of a continuous beach along the Waikiki waterfront is a priority for Hawaii's largest economic industry.  Steps toward restoration should start immediately, since the environmental reviews and construction process will take time.

     The legislature further finds that private entities will provide funding for approximately twenty-five per cent of the costs to restore and maintain Waikiki beach and associated amenities.  The State needs to do its part and provide funds to ensure the area remains a world-class destination.

     The purpose of this Act is to promote tourism by appropriating funds for the restoration of a continuous beach and infrastructure for public access along the Waikiki waterfront.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2016-2017 for the planning and design of a beach and associated infrastructure between the Royal Hawaiian groin and the Fort DeRussy storm drain groin, including a multi-use pedestrian and bicycle path that allows public access throughout the length of the shoreline connecting Fort Ruger park with Ala Moana beach park.

     The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2030.
