A BILL FOR AN ACT

 

 

RELATING TO THE UNIVERSITY OF HAWAII.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the tuition schedule established by the Board of Regents of the University of Hawaii for the academic years 2012-2013 through 2016-2017 has created an unreasonable increase in the cost of attendance.  Tuition and fees at the University of Hawaii have steadily increased since the 2011-2012 academic year by approximately 3.1 per cent in 2012-2013, 5.5 per cent in 2013-2014, and 7.5 per cent in 2014-2015, and are scheduled to increase by 7.5 per cent in each of the academic years 2015-2016 and 2016-2017. 

     In order to ensure affordable access to higher education for all students, it is in the best interest of the State to require that any tuition fee increase proposed by the Board of Regents be approved by the legislature before it can take effect.

     SECTION 2.  Section 304A-401, Hawaii Revised Statutes, is amended to read as follows:

     "[[]§304A-401[]]  Tuition fees; resident, nonresident; other fees.  (a)  The board of regents may charge resident and nonresident tuition fees for regular courses of instruction at any University of Hawaii campus, including any community college. 

     (b)  The board may also charge other fees for special programs of instruction, as well as laboratory fees, course fees, fees for student activities, and an information technology user fee.  The board may charge other fees for summer session or evening courses, including differential fees for nonresident students.

     (c)  In setting the amount of tuition fees pursuant to subsection (a), any tuition fee increase proposed by the board shall not take effect unless it has first been approved by the legislature during a regular session."

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2015.
