RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Establishes the community-based marine resources grant program.  Appropriates funds to DLNR for positions and programs in support of community based co-management of near shore marine resources.

Status

RELATING TO THE ALOHA+ CHALLENGE.

Appropriates funds for the natural resource, clean energy, and green workforce goals of the Aloha+ Challenge.

RELATING TO RECYCLING.

Increases the advance disposal fee for glass containers to 3 cents for containers less than 2 liters and 4.5 cents for containers 2 liters and greater.

RELATING TO THE HAWAII GREEN INFRASTRUCTURE AUTHORITY.

Amends the composition of the Hawaii Green Infrastructure Authority, expanding it from five to seven members.

RELATING TO CLEAN ENERGY.

Establishes a property assessed clean energy program to promote renewable energy systems and energy efficiency improvements.  Increases a property's tax assessment to make loan payments.  Authorizes the issuance of revenue bonds and appropriates bond revenues to finance the program.

Status

RELATING TO RENEWABLE ENERGY.

Amends the "renewable portfolio standard" definition to more accurately reflect the amount of renewable energy generation in Hawaii by amending the renewable portfolio standard calculation to be based on electrical energy generation as opposed to electrical energy sales.

Status

RELATING TO SOLAR TAX CREDITS.

Allows a tax credit for individual and corporate taxpayers that provide either solar-powered air conditioning units or solar energy systems specifically designed to provide electricity for air conditioning units for schools.

Status

RELATING TO RENEWABLE ENERGY.

Replaces the current renewable energy technology systems tax credit with tax credits for solar energy property, wind energy property, and energy storage property.  Applies to taxable years beginning after 12/31/2016.

Status

RELATING TO WHEELING.

Requires the Public Utilities Commission to establish policies and rules for the implementation of retail wheeling.  Requires the Commission to report on the status of the implementation of retail wheeling annually until the implementation is complete.

Status

RELATING TO ELECTRIC UTILITIES.

Gives counties the power to manage property required to operate electric utilities and to acquire property necessary to operate electric utilities through eminent domain or other means allowed by law.  Excludes electric utilities owned and operated by a county from the definition of "public utility" and regulation by the PUC.

Status

RELATING TO ENERGY COOPERATIVES.

Clarifies that a publicly owned energy cooperative may be considered an energy project and project party for purposes of receiving financing through special purpose revenue bonds.

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
