RELATING TO PROCUREMENT.

Requires the state procurement policy board to perform annual random audits of government purchasing agencies and audits of agencies selected based on a pattern of agency noncompliance.

RELATING TO PROCUREMENT.

Requires the state procurement office to establish a database of all government procurement contracts, accessible to each governmental body.  Appropriates funds to establish the database.

RELATING TO PROCUREMENT.

Requires past performance to be factored into future bid selection of a contractor.  Defines past performance.  Requires past performance to be considered in sole source procurement.  Appropriates funds.  Takes effect on 1/1/2017.

RELATING TO PROCUREMENT.

Provides a bidder of a public works construction project with two working days after the closing of bids to provide the name of each person or firm to be engaged by the bidder as a joint contractor or subcontractor and the nature and scope of the work to be performed by each joint contractor or subcontractor.

RELATING TO PROCUREMENT.

Authorizes procurement officers to permit clarification of a listed subcontractor's scope of work and consider a previously licensed and listed subcontractor's license as valid; provided that certain conditions are satisfied.

RELATING TO CONSTRUCTION CONTRACTS.

Subjects the procurement of construction contracts to federal procurement laws.
