RELATING TO CORRECTIONAL FACILITY COMMISSARIES.

Appropriates funds for the auditor to conduct an audit of the correctional facility commissaries.

RELATING TO THE PUUHONUA COMMISSION.

Establishes the puuhonua commission within the department of public safety to help post-incarcerated persons, probationers, and parolees reintegrate into society.  Creates county advisory committees to advise the commission.  Establishes a special fund.

RELATING TO PUBLIC SAFETY.

Allows committed persons to create approved products and crafts that may be sold through the correctional industries program to the public.  Requires that all moneys collected from the sale of products and crafts to be deposited into either the correctional industries revolving fund or the committed person's account.  Repeals the prohibition of the sale of such products on the open market.

Creates and implements a silver alert program to alert the public of any missing senior citizen with an impaired mental condition, to be operated concurrently with the Maile Amber Alert program.

RELATING TO TAXABLE INCOME EXCLUSION.

Provides taxable income exclusion for military on active duty who are serving outside the State pursuant to orders.

RELATING TO EMERGENCY MANAGEMENT.

Appropriates funds to the Hawaii emergency management agency for the purpose of supporting community resilience and preparedness programs.

RELATING TO THE HAWAII HURRICANE RELIEF FUND.

Requires the interest earned on the balance of the Hawaii hurricane reserve trust fund to be retained in the trust fund.  Requires the board of directors of the Hawaii hurricane relief fund to conduct a study of the acquisition of a catastrophic hurricane loss financing arrangement with all or a portion of the interest earned in the trust fund.  Appropriates hurricane reserve trust fund moneys for the study.  Effective 07/01/16.

RELATING TO THE STATE BUILDING CODE COUNCIL.

Establishes a task force within the state building code council to consider the necessity, potential source, and application of long-term funding for council operations, and appropriates funds to the council for administrative expenses and staff positions.
