MAKING APPROPRIATIONS TO PROVIDE FOR THE EXPENSES OF THE LEGISLATURE, THE AUDITOR, THE LEGISLATIVE REFERENCE BUREAU, THE OMBUDSMAN, AND THE ETHICS COMMISSION.

Appropriates funds to provide for the expenses of the Legislature, Office of the Auditor, Legislative Reference Bureau, Office of the Ombudsman, and State Ethics Commission.

RELATING TO TAX ADMINISTRATION.

Imposes interest on unpaid penalties and fines; requires filing with tax appeal court a notice of transfer upon transfer of appeal to tax appeal court; amends rate of interest on amounts paid out of litigated claims fund; and requires full payment of assessed taxes, penalties, and interest for the first appeal where the assessment exceeds $50,000.

RELATING TO GENERAL EXCISE TAX LICENSES.

Requires that any license issued under section 237-9, Hawaii Revised Statutes, be renewed annually; permits the department to charge a fee for annual renewals; and permits the department to require annual renewals be applied for online.

RELATING TO TAXATION.

Exempts sales of services or tangible personal property to the federal government from the general excise tax.

Disallows the tax credit for cesspool upgrade, conversion, or connection for taxpayers whose adjusted gross income exceeds certain amounts.

      Status & Testimony

RELATING TO TAXATION.

Requires the Auditor to periodically review certain exemptions, exclusions, and credits under the general excise and use taxes, public service company tax, and insurance premium tax.  Assesses a surcharge on taxpayers who file returns and benefit from an exemption, exclusion, or credit.  Requires the deposit of the surcharge into the audit revolving fund.
