RELATING TO AGRICULTURE. Establishes within the Livestock Revitalization Program a grant program for qualified feed developers. Appropriates funds for the Feed Developer Grant Program, reimbursements to qualified producers for feed costs, and a survey of local feed ingredient sources. (SD1)

RELATING TO BIOSECURITY. Requires DOA to establish or participate in private-public partnerships to enhance the biosecurity program and quarantine inspection process. Requires the department of agriculture to establish parameters and construction requirements for biosecurity facilities. Appropriates funds. (SD1)

RELATING TO FOOD SAFETY. Requires the Department of Agriculture to develop and implement an Agricultural Food Safety Certification Program that concurrently complies with the FDA Food Safety Modernization Act as it applies to farmers and ranchers. RELATING TO AGRICULTURE. Amends the Molokai diversified agricultural revolving loan program established by Act 387, SLH 1988, to provide cost reimbursements to Molokai farmers and ranchers to reimburse costs of mandated food safety compliance audits and other related costs. Appropriates funds to the Maui Office of Economic Development to review and approve applications for the loan program. (SD1)

RELATING TO WATER MANAGEMENT. Amends the goals of the Hawaii water plan to include increased utilization of reclaimed water in all state facilities, where feasible. (SD1)

RELATING TO WATER SECURITY. Establishes a two-year pilot program in the Department of Land and Natural Resources that enables public-private partnerships to provide funds for projects that increase water security.

RELATING TO WATER CONSERVATION. Creates a water conservation rebate program for newly constructed water conservation systems under the commission on water resource management. Makes an appropriation. (SD1)

RELATING TO CONSERVATION DISTRICTS. Establishes an automatic ninety day extension of the conservation district permit decision deadline beyond the time necessary to complete an environmental impact statement or contested case hearing, if required. (SD1)

RELATING TO HONOKOHAU SMALL BOAT HARBOR. Authorizes the Board of Land and Natural Resources to transfer the operation, administration, management, and maintenance of Honokohau small boat harbor to a public-private partnership or a private organization. Provides flexibility to the Land Use Commission in addressing violations of representations made to the Commission or conditions imposed by the Commission in the Commission's decisions and orders.
