RELATING TO AGRICULTURE. Requires farmers market vendors that direct-market potentially hazardous value added products to obtain a permit from the Department of Health. Exempts non-potentially hazardous value added products from Department of Health permitting or inspection. Establishes labeling requirements for value added products sold at farmers markets.

RELATING TO AGRICULTURE. Requires the department of agriculture, in consultation with the senate president and speaker of the house of representatives, to prepare and revise a plan for the acquisition of agricultural land having value to the State. Authorizes the board of directors of the agribusiness development corporation, in consultation with the senate president and speaker of the house of representatives, to acquire agricultural land having value to the State. Establishes an agricultural land acquisition fund. Requires the department of agriculture to manage the agricultural lands acquired.

RELATING TO LAND ACQUISITION. Appropriates funds to the department of agriculture to acquire parcels of land.

RELATING TO IRRIGATION. Authorizes the director of finance to issue general obligation bonds to finance capital improvements to various irrigation systems.

RELATING TO WATER RIGHTS. Allows a holdover permit to be issued to an applicant seeking to renew their water rights lease.

RELATING TO CROP DAMAGE. Requires the Department of Land and Natural Resources to research the interaction of the Hawaiian coot, moorhen, nene goose, stilt, and duck with agricultural practices and publish an annual report in a format that assists the agricultural industry in economically and environmentally interacting with the specified species. Appropriates funds.

RELATING TO COMMUNITY FOOD FORESTS. Establishes a community food forest program in the Department of Land and Natural Resources that shall work collaboratively with local government and community organizations to provide sources of healthy food statewide. Appropriate funds.

RELATING TO AGRICULTURE. Establishes within the Livestock Revitalization Program a grant program for qualified feed developers. Appropriates funds for the Feed Developer Grant Program, reimbursements to Qualified Producers for feed costs, and a survey of local feed ingredient sources.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR UKUMEHAME RESERVOIRS. Authorizes the issuance of special purpose revenue bonds to provide financing to assist West Maui Investors, LLC, with 2 Ukumehame reservoirs.
