Permits owners in a planned community association or condominium to submit a payment plan within thirty days after receiving notice from an association regarding any delinquent assessments and provides owners with time to cure delinquent assessments.  Permits a right to judicially foreclose a lien against any unit or apartment that arises solely from delinquent assessments, including fines, penalties, legal fees, or late fees, to be removed or amended from governing documents by a vote of at least sixty-seven per cent of owners.

Provides that the offense of prostitution for a person younger than eighteen years of age is a violation.  Expands the Department of the Attorney General's Statewide Witness Program to include sex trafficking; provides victims with access to criminal injury compensation; and amends laws relating to civil liability for cases of coercion into prostitution.  Makes amendments to strengthen enforcement of laws and increase penalties against the sex trafficker.

Establishes the sexual assault kit tracking program.  Requires a law enforcement agency to submit sexual assault kits obtained in connection to a criminal investigation to an authorized laboratory within 10 days, the laboratory to complete analysis within 6 months, and results to be uploaded to the state DNA database and data bank identification program and the Federal Bureau of Investigation Combined DNA Index System.  Requires each law enforcement agency that obtains a sexual assault kit in connection to a criminal investigation to report to the department of the attorney general annually on the number of sexual assault kits in its possession.  Requires the police department of each county, the department of public safety, and the division of conservation and resources enforcement to submit a report to the legislature prior to the convening of the regular session 2017 on the number of kits in its possession and progress on any backlog.  Requires the legislative reports to be made available to the public.

Establishes a dispute resolution process by which a dispute for a bill for emergency services or a surprise bill may be resolved.  Specifies disclosure requirements for health care professionals and health care facilities, including estimated costs for health care services and information on participating provider networks.  Specifies that an insured shall not be liable to a health care provider for any sums owed by an insurer.  Specifies that an insurer who receives emergency services from a nonparticipating provider shall not incur greater out-of-pocket costs for the emergency services than the insured would have incurred with a participating provider.  Specifies additional disclosure requirements for health insurance plans, including payment methodologies and updated participating provider directories.  Requires health insurance plans to provide at least one option for coverage for at least eighty per cent of the usual and customary cost of each out-of-network health care service in inadequate network situations.

Specifies that an affidavit on application for voter registration shall be a part of the application associated with the issuance of a civil identification card and driver's license.  Requires each county examiner of drivers to electronically store the contents of the affidavit on application for voter registration provided by applicants in conjunction with their driver's license and civil identification card applications and provide electronic accessibility of this information.

RELATING TO ELECTIONS.

Prohibits any person from wilfully exhibiting another person's ballot or another person's unvoted ballots in a special primary or primary election, except as provided in sections 11-132 and 11-139, HRS, after the ballot has been marked.  Preserves the right for any voter to exhibit the voter's own marked ballot electronically or digitally to other persons, subject to sections 11-132 and 11-139, HRS.

RELATING TO ELECTIONS.

Beginning with the primary election in an unspecified year, requires the office of elections to implement elections by mail.  Thereafter requires all federal, state, and county primary, special primary, general, special general, and special elections to be conducted by mail.  Beginning on an unspecified date, establishes a minimum number of voter service centers per county and island, in lieu of traditional polling places.  Requires voter service centers to provide services such as voter registration at least ten working days through the day before election day.  Repeals election day voter registration at polling places, which was to take effect on January 1, 2018.  Appropriates funds.
