A BILL FOR AN ACT

 

 

relating to education and computer science.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


SECTION 1. The legislature finds computer science drives job creation and innovation throughout the nation's economy.  Providing students with access to computer science education is a critical step for ensuring that Hawaii remains competitive in the global economy.

The legislature also finds that computing occupations comprise up to two-thirds of all projected new jobs in STEM fields, making computer science one of the most in-demand college degrees offering higher paying entry-level jobs than other degrees. 

The legislature also finds that there are fewer advanced placement examinations taken in computer science than in any other STEM subject area.  Additionally, basic technological skills are increasingly necessary in day-to-day life regardless of a student's ultimate career choice.

It is the intent of the legislature that all students have a basic understanding of computer science. 

     SECTION 2.  Chapter 302, Hawaii Revised Statutes, is amended by adding a new section to part II to be appropriately designated and to read as follows:

     "§302A-   Computer Science. (a)Beginning with the graduating class of 2020 a student may complete one computer science course credit as a substitute for one math credit at the high school level.

     (b) A computer science course offered shall:

          (1) Be of high quality;

          (2) Meet or exceed the curriculum standards and requirements established by the State Board of Education; and

          (3) Be made available in a traditional classroom setting, blended learning environment, online-based, or other technology-based format that is tailored to meet the needs of each participating student.

     SECTION 3.  New statutory material is underscored.

SECTION 4.  This Act shall take effect upon its approval.
