A BILL FOR AN ACT

 

 

RELATING TO FOOD SAFETY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the popularity of Hawaii-made sea salt products is on the rise, and that the manufacture and sale of sea salt products colored with charcoal, alaea or Hawaiian red volcanic clay, and other natural ingredients are helping to promote the State's brand.  For these reasons, the legislature further finds that addressing the Food and Drug Administration's industry guidance on the use of color additives in sea salt products should be a priority for the State.  The guidance indicates that manufacturers of sea salt who intend to use color additives not currently approved for food use in their products, such as charcoal or red clay, must first obtain approval through the Administration's color additive petition process.

     The purpose of this Act is to ensure the continued viability of the State's sea salt manufacturing industry by providing guidance and support regarding the Food and Drug Administration's industry guidance on the use of color additives, as applied to locally produced or cultivated sea salt products.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for the department of business, economic development, and tourism to provide guidance and support regarding the Food and Drug Administration's guidance on the use of color additives, as applied to locally produced or cultivated sea salt products.

     The sums appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2038.
