A BILL FOR AN ACT

 

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE FORTY-SECOND REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $366,980,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2017–2018 for the purpose of financing capital improvement projects for the forty-second representative district, as follows:

     To be expended by the department of education:

1.   East Kapolei middle school, Oahu

Construction of a new school.

              Construction                       $133,600,000

                   Total funding                 $133,600,000

     2.   East Kapolei high school, Oahu

Construction of a new school.

              Plans and design                   $  5,140,000

              Construction                       $185,040,000

                   Total funding                 $190,180,000

     3.   Kapolei high school, Oahu

Construction of a classroom building.

              Construction                       $ 30,800,000

                   Total funding                 $ 30,800,000

     4.   Kapolei middle school, Oahu

Plans, design, and construction for reroofing of buildings G and H; ground and site improvements; equipment and appurtenances.

              Plans and design                   $      1,000

              Construction                       $  1,999,000

                   Total funding                 $  2,000,000

     5.   Mauka Lani elementary school, Oahu

Design, construction, and equipment for classrooms; faculty center; computer resources; breezeway; storage; restrooms; site and utilities; premium for keeping adjacent classrooms in operation; contingency and consultant fees; permitting fees and special inspection.

              Construction                       $  5,000,000

              Equipment                          $     50,000

     6.   Makakilo elementary school, Oahu

Plans, design, and construction for additional parking at rear of campus; ground and site improvements; equipment and appurtenances.

     7.   Makakilo elementary school, Oahu

Construction for air-conditioning of cafeteria.

              Construction                       $    100,000

     8.   Makakilo elementary school, Oahu

Plans, design, and construction for renovations to cafeteria flooring; ground and site improvements; equipment and appurtenances.

              Plans and design                   $     30,000

              Construction                       $    150,000

     9.   Barbers Point elementary school, Oahu

Plans, design, and construction for air-conditioning of entire school.

              Plans and design                   $    385,000

              Construction                       $  3,465,000

                   Total funding                 $  3,850,000

     10.  Barbers Point elementary school, Oahu

Plans, design, and construction for playground replacement.

              Plans and design                   $      1,000

              Construction                       $    149,000

                   Total funding                 $    150,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2020, shall lapse as of that date.

     SECTION 3.  The sum appropriated shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2017.
