A BILL FOR AN ACT

 

 

relating to education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to part II, subpart C, to be appropriately designated and to read as follows:

     "§302A-     Student bill of rights.  Students enrolled in public elementary, secondary, and high schools shall have the following rights:

     (1)  Students shall be entitled to a safe and secure school;

     (2)  Students shall be entitled to classrooms that:

         (A)  Do not exceed twenty-four students;

         (B)  Have an air temperature between sixty-eight and seventy-six degrees Fahrenheit;

         (C)  Contain at least one desk and one chair ergonomically appropriate for each student;

     (3)  Students shall be entitled to proper nutrition during lunch time on instruction days;

     (4)  Students shall be entitled to eat lunch at a table while sitting on a chair;

     (5)  Students shall be entitled to an appropriate number of sanitary restroom facilities;

     (6)  Students shall be entitled to access to clean, filtered drinking water;

     (7)  Students shall be entitled access to a complete science laboratory;

     (8)  Students shall be entitled to access to a library with at least     age-appropriate books per student;

     (9)  Students shall be entitled to quality, innovative education that keeps pace with society's evolving needs, including access to computers and other technology;

    (10)  Students shall be entitled to physical education that teaches students the rules of common ball games and athletic events;

    (11)  Students shall be entitled to educational programs responsive to their needs, including remedial and gifted programs;

    (12)  Students shall be entitled to an educational system that supports high-quality teaching and emphasizes student growth and achievement; and

    (13)  Each school year, students shall be provided with a minimum of one hundred and eighty days of instruction."

     SECTION 2.  New statutory material is underscored.

     SECTION 3.  This Act shall take effect upon its approval and shall apply starting with the 2017-2018 school year.
