H.B. NO.

TWENTY-NINTH LEGISLATURE, 2017

H.D. 1

STATE OF HAWAII

A BILL FOR AN ACT

RELATING TO THE HAWAII TEACHER STANDARDS BOARD.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1.  The legislature finds that the Hawaii teacher standards board received moneys for a personnel specialist II position and an educational specialist II position from the general revenues of the State of Hawaii until 2012.  At that time the board relinquished all general funds and these positions became funded via special fund moneys.  Since 2012, the Hawaii teacher standards board has been forced to significantly reduce its staff and office space.  These changes have caused significant hardship to the board, and additional resources are needed to support the Hawaii teacher standards board in its mission to set high teacher licensing and credentialing standards.

The purpose of this Act is to appropriate general fund moneys for two specialist II positions within the Hawaii teacher standards board.

It is the legislature's intent that moving forward, these positions should be funded as a line item in the executive budget.

SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $283,100 or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for a personnel specialist II position and an educational specialist II position, position numbers 69987 and 74675 respectively, within the Hawaii teacher standards board.

The sums appropriated shall be expended by the Hawaii teacher standards board for the purposes of this Act.

SECTION 3.  This Act shall take effect on July 1, 2051.
