A BILL FOR AN ACT

 

 

relating to the office of hawaiian education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that all K-12 public education students should develop, maintain, and grow in an understanding and appreciation of Hawaiian culture, language, values, practices, and concepts consistent with the State's recognition of the current and historical context of these islands.

     It is necessary to support teachers in gaining knowledge of Hawaiian studies content and to support the use of community resources and resource experts to enhance K-12 public education students' classroom experiences.  Furthermore, the board of education and department of education have recently taken significant actions through policy-making and allocating resources, including personnel and fiscal resources, to develop and implement appropriate curricula, standards, performance assessment tools, professional development, and strategies for community engagement related to Hawaiian studies, culture, language, values, and practices.

     The office of Hawaiian education of the department of education serves as an avenue through which the K-12 public education system can strengthen its efforts across the system in the area of Hawaiian studies and Ka Papahana Kaiapuni educational programming.  Moreover, the Hawaiian studies program cultural personnel resources in the department of education is essential to delivering and implementing appropriate curricula, standards, performance assessment tools, professional development, and strategies for community engagement related to Hawaiian studies, culture, language, values, and practices.

     The purpose of this Act is to appropriate funds for the office of Hawaiian education of the department of education.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for the continued funding of Hawaiian studies program cultural personnel resources in the office of Hawaiian education of the department of education.

     The sums appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2017.
