HOUSE RESOLUTION

 

 

requesting the department of accounting and general services and the county of hawaii to determine who is responsible for the maintenance of the king kamehameha the great statue in north kohala.

 

 

 


     WHEREAS, in 1878, the Legislature of the Kingdom of Hawaii commissioned a sculpture of King Kamehameha the Great and this statue presently stands in Kapaau in North Kohala on the Island of Hawaii, the birthplace of King Kamehameha the Great; and

 

     WHEREAS, painting and other maintenance of the statue has been essential to preserve the statue over the last century and, under the guidance of professional sculptors, the statue is repainted every seven to ten years; and

 

     WHEREAS, there is a disagreement over who is responsible for the preservation of the statue because the property on which the statue sits was transferred from the State to the County of Hawaii, but the statue is a moveable object and is not attached to the land; and

 

     WHEREAS, the disagreement has forced the North Kohala community to raise funds to maintain the statue; and

 

     WHEREAS, this disagreement over the responsibility to maintain the statue should be finally resolved; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, that the Legislature expresses its gratitude to the North Kohala community for understanding the need to care for the statue of King Kamehameha the Great in Kapaau and for knowing that the statue will deteriorate if not properly maintained; and

 

     BE IT FURTHER RESOLVED the Legislature requests the Department of Accounting and General Services to meet with the County of Hawaii to determine who is responsible for the maintenance of the statue; and

 

     BE IT FURTHER RESOLVED the Legislature requests that the Department of Accounting and General Services determine the costs associated with proper care of the statue; and

 

     BE IT FURTHER RESOLVED the Department of Accounting and General Services is requested to report its findings and recommendations, including any proposed legislation, to the Legislature thirty days before the convening of the Regular Session of 2018; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, the Comptroller, and the Mayor of the County of Hawaii.
