A BILL FOR AN ACT

 

 

relating to agriculture.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The Hawaii community college agriculture program prepares students for employment in government service as well as the agribusiness, horticulture, livestock, flowers-and-foliage, landscaping, macadamia-nut, papaya, and coffee industries.

Furthermore, Hawaii community college has a cooperative relationship with the University of Hawaii at Hilo to use approximately one acre of land at the latter's agricultural farm.  This agricultural farm serves as a live instructional laboratory for experiential learning.  In addition, the Hawaii community college agriculture program collaborates with the college's culinary arts program in a robust farm-to-table effort.

Fruits and vegetables grown at the University of Hawaii at Hilo's agricultural farm are served by the college's culinary arts program through on-campus dining facilities.  In turn, students in the culinary arts program spend time on the agricultural farm learning from where raw foods originate and what it requires to bring these foods to the kitchen.

Currently, production at the University of Hawaii at Hilo's agricultural farm is unable to meet demand.  Appropriating funds for personnel and equipment would assist greatly in helping to meet that demand.  More importantly, it would enable Hawaii community college to invest more fully in student learning opportunities using state-of-the-art equipment.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $43,000 or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for the hiring of a farm coordinator to support the instructional activities of Hawaii community college at the University of Hawaii at Hilo's agricultural farm.

     The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $165,600 or so much thereof as may be necessary for fiscal year 2017-2018 for equipment for the Hawaii community college agriculture program.

     The sum appropriated shall be expended by Hawaii community college for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2017.
