A BILL FOR AN ACT

 

 

relating to the p-20 agriculture education working group.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 304A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§304A-    P-20 agriculture education working group coordinator.  There is established within the University of Hawaii at Manoa college of tropical agriculture and human resources the position of coordinator of the P-20 agriculture education working group to support the continuing efforts of the P-20 agriculture education working group in the development of an implementation strategy and recommendations for the creation of a statewide coordinated framework of support for preschool through post-secondary (P-20) agriculture education."

     SECTION 2.  (a)  The P-20 agriculture education working group, established pursuant to Senate Resolution No. 80 (Regular Session of 2015), shall continue to:

     (1)  Engage in discussions with appropriate state departments, including the departments of education; agriculture; land and natural resources; business, economic development, and tourism; health; and labor and industrial relations; and

     (2)  Refine and build on the working group's initial work, undertaken pursuant to Senate Resolution No. 80 (Regular Session of 2015), so that by December 31, 2018, the working group can develop a plan for implementation of a statewide coordinated framework of support for P-20 agriculture education that focuses on the following recommendations:

         (A)  Develop strategies for teacher training and preparation, and for increasing investments in teacher training and preparation;

         (B)  Increase efforts for curriculum integration to build a school culture around appreciation and understanding of agriculture across all subject areas;

         (C)  Increase staffing resources;

         (D)  Develop strategies to better market agricultural education and career pathways to students;

         (E)  Increase access to a diversity of higher educational options, especially for neighbor islands;

         (F)  Increase collaboration between organizations to lessen redundancy; and

         (G)  Any other issue deemed appropriate by the working group.

     (b)  The working group shall include regular participation from, but not limited to, the following:

     (1)  All members requested for inclusion in the working group under Senate Resolution No. 80 (Regular Session of 2015);

     (2)  A representative from the department of labor and industrial relations' agriculture workforce advisory group;

     (3)  A representative from the department of human services' supplemental nutrition assistance program-education program;

     (4)  Representatives from stakeholder groups who participated in working group stakeholder meetings between August 2015 and December 2016; and

     (5)  Representatives from any other interested, non-profit stakeholders.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $200,000 or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for the University of Hawaii at Manoa college of tropical agriculture and human resources to hire a P-20 agriculture education working group coordinator and for interisland travel and operating expenses of the P-20 agriculture education working group.

     The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 4.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect on July 1, 2017.
