     Your Committee on Water & Land, to which was referred H.C.R. No. 117 entitled:

 

"HOUSE CONCURRENT RESOLUTION ENCOURAGING THE DEPARTMENT OF LAND AND NATURAL RESOURCES AND DEPARTMENT OF PARKS AND RECREATION OF THE CITY AND COUNTY OF HONOLULU TO COLLABORATIVELY WORK WITH COMMUNITY STAKEHOLDERS TO IDENTIFY AND ESTABLISH OFF-LEASH DOG PARKS ON THE WINDWARD SIDE OF OAHU,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request various agencies to work with community stakeholders to identify and establish off-leash dog parks in Windward Oahu.

 

     The Hawaiian Humane Society, Windward Dog Park Hui, Hui Ilio Hawaii, Animal Rights Hawaii, and numerous individuals testified in support of this measure.  The Department of Land and Natural Resources testified in opposition to this measure.

 

     As affirmed by the record of votes of the members of your Committee on Water & Land that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 117 and recommends that it be referred to your Committee on Finance.
