Enacts relevant provisions of the Paris Agreement as Hawaii state law.  Makes an appropriation.

The committees previously scheduled these measures for hearing on 02-08-17.  However, due to unforeseen circumstances, we were unable to convene the hearing.  If you previously submitted testimony for the 02-08-17 hearing, you do NOT need to re-submit your testimony.
