RELATING TO RAT LUNGWORM DISEASE.

Appropriates funds to the University of Hawaii at Hilo for programs, studies, and activities related to rat lungworm disease.  Conditions release of the funds on the University submitting a report to the legislature with specific strategies and objectives that the University, along with the Department of Health, Department of Land and Natural Resources, Department of Agriculture, and Joint Rat Lungworm Task Force, plan to implement to further efforts to prevent and eradicate rat lungworm disease.  Effective 7/1/2050.  (SD2)

RELATING TO ANIMALS.

Requires research facilities to make available for adoption healthy cats and dogs that the research facility determines are suitable for adoption and are no longer needed for research.  Authorizes research facilities to contract with local animal rescue organizations to facilitate the adoption of the cats and dogs.  (SD1)

RELATING TO AGRICULTURE.

Requires the department of agriculture, in cooperation with the office of the governor, to develop a strategic plan to double local food production and exports by 2020.  Requires the department of agriculture to submit the strategic plan to the legislature prior to the regular session of 2018 in order to codify the strategic plan and benchmarks.  Makes an appropriation.  Effective 3/9/2092.  (SD2)

RELATING TO INVASIVE SPECIES PROGRAM ADMINISTRATION.

Restructures the Hawaii invasive species council as the Hawaii invasive species authority, administratively attached to the department of agriculture, to coordinate implementation of the Hawaii interagency biosecurity plan and to improve coordination of the State's invasive species prevention, early detection, rapid response, control, enforcement, and outreach programs.  Appropriates funds to implement the authority and relevant interagency invasive species projects.  Effective 3/9/2092.  (SD2)

RELATING TO HAWAII FOOD RESILIENCY.

Makes various appropriations to implement the recommendations of the increased food security and food self-sufficiency strategy.  Requires the Department of Agriculture to establish a strategy and goals for increased food security and self-sufficiency in Hawaii.  Effective 3/9/2092.  (SD1)
