RELATING TO THE BOARD OF DENTISTRY AND DENTAL HYGIENE.

Amends the composition of the Board of Dental Examiners to add an additional dental hygienist member and specify that two hygienist members shall reside in the City and County of Honolulu and one shall reside in the County of Hawaii, Maui, or Kauai.  (SB371 HD1)

RELATING TO HEALTH.

Establishes procedural and documentary requirements for informed consent to opioid therapy in circumstances that carry elevated risk of dependency, subject to Department of Health administration and monitoring.  Establishes limits for opioid and benzodiazepine prescriptions. Clarifies Board of Nursing authority to enforce compliance with Uniform Controlled Substance Act.  (SB505 HD1)

RELATING TO CONTRACEPTIVE SUPPLIES.

Authorizes pharmacists to prescribe and dispense self-administered hormonal contraceptive supplies to patients regardless of a previous prescription, subject to specified education and procedural requirements.  Authorizes insurance reimbursement to pharmacists.  (SB513 HD1)

RELATING TO HEALTH.

Authorizes pharmacists to administer the human papillomavirus, Tdap (tetanus, diphtheria, pertussis), meningococcal, or influenza vaccine to persons between eleven and seventeen years of age.  Specifies requirements pharmacists must meet prior to administering the human papillomavirus, Tdap (tetanus, diphtheria, pertussis), meningococcal, or influenza vaccine.  (SD1)

RELATING TO PAYMENT OF RENT.

Requires landlords to disclose in writing the tenant's ability to establish a new due date for rent payment if the tenant receives public assistance.  Establishes a cap of five per cent on late rent payment fees, applicable to all new rental agreements and rental agreement renewals entered into on or after the effective date of this measure.  Effective 7/1/2050.  (SD1)

RELATING TO MORTGAGES.

Allows an extended or hanai family member to act as a co-mortgagor in assisting a qualified resident in securing a mortgage to purchase a dwelling unit from the Hawaii Housing Finance and Development Corporation.  (SB584 HD1)

RELATING TO FIRE SPRINKLERS.

Extends the prohibition on county requirements for automatic sprinklers or sprinkler systems in one- and two-family detached dwelling units and non-residential agricultural and aquacultural structures located outside urban areas.  (SB611 HD1)

Clarifies that if a proxy is a standard proxy form authorized by an association, and the proxy is returned with no box checked or more than one box checked, the proxy shall be counted for quorum purposes only.  (SB392 HD1)

Status

RELATING TO CONDOMINIUMS.

Clarifies that any violation of a mandatory provision of the State's condominium law by a condominium board of directors or its officers and members is a per se violation of the board's fiduciary duty, but providing a safe harbor provision for a board member who votes for compliance during a board meeting.  Balances the right of association members to speak and participate in deliberations and discussions of a board, while ensuring that a board is able to complete its agenda in a timely manner.  Requires the notice for board meetings to include a list of items expected to be on the meeting agenda.  Requires unapproved final drafts of the minutes of a board meeting to be available within fourteen days after the meeting.  (SD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
