RELATING TO SCHOOL-BASED HEALTH SERVICES. Formally establishes the Hawaii keiki: healthy and ready to learn program within the department of education. Establishes a special fund and appropriates $4,000,000 to expand and sustain the program.

RELATING TO HUMAN SERVICES. Strengthens the safe sleep policy for child care facilities for children less than one year of age, including requiring placement of children on their backs for sleeping and establishing notice and annual training requirements; requires such facilities to report death of such a child to DHS.

RELATING TO CHILD CARE FACILITIES. Requires the department of human services to post its inspection records of child care facilities on a public website and submit an annual report to the legislature of certain information from inspection records related to child care facilities.

RELATING TO THE CONCUSSION PROGRAM. Makes an appropriation for the concussion education and monitoring program for school athletics and youth athletic activities.

RELATING TO TECHNOLOGY. Specifies that the State and counties cannot prohibit, regulate, or charge for the co-location of small wireless facilities or small wireless facilities networks beyond the provisions of this Act. Provides various state and county zoning rules and classifications regarding the co-location of small wireless facilities and small wireless facilities networks. Describes the application process and rates for co-location. (SD1)

RELATING TO TELECOMMUNICATIONS. Codifies exemptions to permitting requirements established by Act 151, Session Laws of Hawaii 2011, within the Hawaii Revised Statutes and expands those exemptions to include broadband over wire line and wireless or mobile platforms, including wire line facilities and small wireless facilities. Establishes a definition of wireless communications antennas that include small wireless facilities. Establishes a definition of wire line. Repeals those sections of Act 151, Session Laws of Hawaii 2011, that have been codified within the Hawaii Revised Statutes. (SD1)

RELATING TO POST-SECONDARY EDUCATION AUTHORIZATION. Creates a framework for authorizing post-secondary degree-granting educational institutions that have applied for accreditation by an accrediting agency recognized by the U.S. Department of Education.

RELATING TO THE HAWAII HURRICANE RELIEF FUND COMPREHENSIVE LOSS REDUCTION PLAN. Clarifies that the comprehensive loss reduction plan of the HHRF shall include implementing building code requirements for hurricane standards in accordance with state building code and design standards.

RELATING TO RAT LUNGWORM DISEASE. Appropriates funds to the University of Hawaii at Hilo for programs, studies, and activities related to rat lungworm disease. Conditions release of the funds on the University submitting a report to the legislature with specific strategies and objectives that the University, along with the Department of Health, Department of Land and Natural Resources, Department of Agriculture, and Joint Rat Lungworm Task Force, plan to implement to further efforts to prevent and eradicate rat lungworm disease.
