Temporarily exempts the Department of Transportation and its contractors from certain state requirements for certain bridge rehabilitation projects by extending the end date to June 30, 2022.  Effective 6/29/17.

Appropriates and authorizes funds for fiscal biennium 2017-2019 for collective bargaining cost items, salary increases, and other cost adjustments for public employees in collective bargaining unit (5) and their excluded counterparts.

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT.

Makes an emergency appropriation to provide funds for the Department of Human Resources Development to pay claims as required by Hawaii Workers' Compensation Law.

RELATING TO PUBLIC EMPLOYEES' FRINGE BENEFITS.

Requires the EUTF's actuary to prepare a valuation report annually.  Requires the annual valuation to include an update of assumptions specific to the fund that are not updated pursuant to section 88-105, HRS, as deemed necessary by the actuary at least once in a certain time period.  Reduces the maximum period between experience studies of the ERS from five years to an unspecified amount of time.

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Extends benefit finalization period for December 31 retirements; changes interest rate for late benefit finalizations; extends deadline for employer payments under section 88-100, Hawaii Revised Statutes.  Allows delegation of certain disability retirement and service connected death benefit approval functions.  Incrementally increases the rates for employer contributions to the Employees' Retirement System.

Requires the Department of Human Resources Development to establish and implement a supervisory and professional job shadowing pilot project.  Appropriates funds for the pilot project.

RELATING TO PROCUREMENT.

Prohibits the disqualification or rejection of a bid that includes a listed subcontractor whose license is not valid at the time of the bid due to a lapse in continuous insurance and bond coverages if the subcontractor meets certain conditions.  Requires procurement officers to report any unlicensed activity if a bid is disqualified or rejected because the subcontractor fails to meet certain licensing requirements.

RELATING TO SECURITY INTERESTS IN REAL PROPERTY.

Clarifies public records by amending the procedure for clearing titles by adding a reference to recorded assignments of leases and rents for which the underlying debt has been fully paid or satisfied.

Appropriates moneys to the Department of the Prosecuting Attorney of the City and County of Honolulu for the career criminal prosecution unit.  Effective 7/1/2050.

Establishes a community court outreach project in the City and County of Honolulu, subject to the availability of funds and memoranda of agreements from the Judiciary, Prosecuting Attorney, and the Public Defender.  Appropriates funds.

RELATING TO THE SPECIAL ACTION TEAM ON AFFORDABLE RENTAL HOUSING.

Adds the Executive Director of the Hawaii Community Development Authority and the Executive Director of the Hawaii Public Housing Authority to the Special Action Team on Affordable Rental Housing.

Status

RELATING TO AFFORDABLE HOUSING.

Authorizes qualified nonprofit housing trusts to repurchase affordable units developed with government assistance when a government entity waives its first right of refusal to repurchase the unit.  Authorizes counties to waive a first right of refusal to repurchase a privately-developed affordable housing unit built pursuant to a unilateral agreement or similar instrument. Specifies that certain provisions of the Internal Revenue Code related to at-risk rules, and deductions, and passive activity loss limitations do not apply with respect to the State Low-income Housing Tax Credit.  Appropriates funds to establish one position to oversee the Low-Income Housing Tax Credit Program.

RELATING TO AQUATIC RESOURCES.

Authorizes the Department of Land and Natural Resources to use in-lieu fee mitigation to restore, create, enhance, or preserve aquatic habitats or resources as compensatory mitigation.

Status

RELATING TO PUBLIC REAL PROPERTY.

Establishes a temporary program to clean up state real property after the departure of persons who have illegally camped or lodged on state real property.  Requires the Governor to designate the state executive department responsible for the program.  Establishes a temporary sheriff patrol program to enforce laws against illegally camping, trespassing, or being present on state real property.  Makes appropriations.

RELATING TO CLIMATE CHANGE.

Requires the State to expand strategies and mechanisms to reduce greenhouse gas emissions statewide in alignment with the principles and goals adopted in the Paris Agreement.  Renames the Interagency Climate Adaptation Committee as the Hawaii Climate Commission.  Establishes the duties of the Commission.  Makes appropriations.

Status

RELATING TO ENERGY ASSURANCE.

Addresses deficiencies in Hawaii's fuel shortage response and energy emergency (energy assurance) statutes; provides policy guidance on preparing for, responding to, recovering from, and mitigating against any actual or potential energy supply disruption or shortage to preserve the State's energy security and to ensure that fuel products and energy resources are made available to emergency services and the public in an orderly, efficient, and safe manner.
