RELATING TO HEALTH.

Requires an opioid therapy informed consent process agreement to be executed between a patient and any prescriber of opioids within the State under certain conditions.  Requires the administrator of the narcotics enforcement division to develop and make available a template of an opioid therapy informed consent process agreement for use in the State.  Specifies the contents of the template.  Limits initial prescriptions for opioids and benzodiazepines to a maximum of seven consecutive days.

RELATING TO THE CONTROLLED SUBSTANCES ACT.

Amends Hawaii's controlled substances act to mirror federal regulations, which permit qualified practitioners to administer, dispense, and prescribe any schedule III, IV, or V narcotic drug approved by the Food and Drug Administration for use as a detoxification treatment or maintenance treatment; provided the practitioner complies with specific federal requirements.

Allows counties with populations less than one hundred thousand to enact a zoning ordinance to amortize or phase out nonconforming single-family transient vacation rental units over a reasonable period of time.

Appropriates funds to the Hawaii emergency management agency for the purpose of supporting community resilience and preparedness programs.

RELATING TO THE MITIGATION OF HAZARDOUS SITUATIONS STATEWIDE.

Extends the lapse date for the mitigating of hazardous situations appropriation from June 30, 2017 to June 30, 2019.

RELATING TO HOMELAND SECURITY.

With the numbers of threats and incidents against the country which have arisen in the recent past, it is even more crucial that the State of Hawaii, as a strategic location in the Pacific, have all information necessary to guard against those who would do harm to the country and to the state.  In the current atmosphere of increased terrorist activities, it is even more important that the Hawaii State Fusion Center be fully staffed and supported.  This bill adds the fusion center as a program under the existing Office of Homeland Security and establishes the position of director of the fusion center who shall be responsible to the director of homeland security and accountable to manage the day-to-day operations of the fusion center.

RELATING TO PUBLIC REAL PROPERTY.

Establishes a temporary program to clean up state real property after the departure of persons who have illegally camped or lodged on state real property.  Requires the Governor to designate the state executive department responsible for the program.  Establishes a temporary sheriff patrol program to enforce laws against illegally camping, trespassing, or being present on state real property.  Makes appropriations.

RELATING TO COUNTIES.

Allows the counties to make short term investments with similar authority as the state director of finance.  Requires counties' investments in bonds of any improvement district to be of investment grade or supported by the general obligation pledge of the county in which the improvement district is located.

RELATING TO REIMBURSEMENTS TO THE STATE FOR THE COSTS OF ASSESSMENT, COLLECTION, AND DISPOSITION OF THE COUNTY SURCHARGE ON STATE TAX.

Repeals the requirement that the Director of Finance deduct ten per cent of the gross proceeds of a respective county's surcharge on state tax to reimburse the State for the costs of assessment, collection, and disposition of the county surcharge on state tax incurred by the State.

RELATING TO PAROLE.

Specifies that funds for discharged persons be subject to legislative appropriation.  Clarifies circumstances under which the Hawaii Paroling Authority may grant early discharges. Provides the paroling authority with discretion when considering pardons for paroled prisoners and clarifies early discharge consideration of paroled prisoners is an administrative action, not an in-person hearing before the authority.

RELATING TO CRIME VICTIM COMPENSATION FOR MENTAL HEALTH SERVICES.

Authorizes crime victim compensation for mental health services for survivors in cases involving a death and for children who witness domestic violence.
