RELATING TO AGRICULTURE. Requires the Department of Agriculture to provide grants to farmers to assist them in paying for the costs of compliance with the FDA Food Safety Modernization Act, FDA regulations, and state food safety laws. Appropriates funds. (SD1)

RELATING TO BIOSECURITY. Requires the DOA to establish parameters and construction requirements for biosecurity facilities that provide for and ensure the safety of agricultural and food commodities. RELATING TO COFFEE BERRY BORER BEETLE. Extends the sunset date for the Coffee Berry Borer Pesticide Subsidy Program until June 30, 2021, for the purchase of pesticides containing Beauveria bassiana to combat the coffee berry borer. Provides that no single coffee grower shall receive more than $6,000 per year in subsidies between June 30, 2018, and July 1, 2021. Appropriates funds. (SD1)

RELATING TO ENERGY. Establishes a clean ground transportation benchmark framework to maximize consumer fuel savings, including a near term 2025 target encouraging electric vehicle infrastructure buildout supporting Hawaii's goal for the reduction and ultimate elimination of the use of imported fuels for ground transportation by 2045. Extends the end date of the implementation plan to transition to a clean energy economy from 2030 to 2045. Directs the department of transportation to collaborate with the state energy office to develop recommendations to achieve those benchmarks. Requires development of a plan to install electric vehicle charging station. Amends the definition of electric vehicle to include fuel cell electric vehicles. Effective 7/1/2030. (SD1)

RELATING TO THE DEPARTMENT OF TRANSPORTATION, AIRPORTS DIVISION, PROJECT ADJUSTMENT FUND. Adds to the General Appropriations Act of 2015 a budget proviso to permit the utilization of the Department of Transportation, Airports Division, Project Adjustment Fund. Requires the Governor to report to Legislature prior to the 2018 Regular Session. Effective 7/1/2030. (SD1)

RELATING TO CONCESSIONS. Clarifies that the grant of concession or concession space shall not exceed fifteen years of a remaining term plus any agreed extension of the term. Removes the limitations on the types of airport concessions that are exempt from public bidding requirements. (SD1)

RELATING TO THE CAPITAL INFRASTRUCTURE TAX CREDIT. Includes structures, machinery, equipment, and capital assets in the definition of capital infrastructure costs for the Capital Infrastructure Tax Credit. Sets cap on credit per taxable year per qualified infrastructure tenant. Specifies that excess tax credits may be carried forward. Recaptures credit if qualified infrastructure tenant fails to relocate within a certain period of time after executing a lease with the Department of Transportation. Specifies taxpayer reporting requirements. Provides penalties for failure to report information. (SD1)

RELATING TO THE MITIGATION OF HAZARDOUS SITUATIONS STATEWIDE. Appropriates moneys for the mitigating of hazardous situations based on an appropriation that is scheduled to lapse on June 30, 2017. (HB144 HD1)

RELATING TO MEMORIALS. Appropriates funds for the planning and design of a memorial to honor service members of the recent conflicts in the Persian Gulf, Iraq, Afghanistan, and the various theaters of the Global War on Terrorism, to be located at the Hawaii State Veterans Cemetery in Kaneohe, on the island of Oahu, and replicas of the memorial to be located at state veterans cemeteries statewide. RELATING TO ENHANCED 911 SERVICES. Establishes a prepaid wireless E911 surcharge of 1.5 per cent of prepaid wireless service purchased at the point of sale. Allows sellers to deduct and retain 3 per cent of the surcharges collected to offset administrative expenses, but requires sellers to remit the balance of surcharges collected to the Enhanced 911 fund on a specified periodic basis. Effective July 1, 2018. (SD1)

RELATING TO APPRAISAL MANAGEMENT COMPANIES. Establishes an appraisal management company registration program within the department of commerce and consumer affairs to conform to minimum standards of the Appraisal Management Companies Final Rule and federal Dodd-Frank Wall Street Reform and Consumer Protection Act. Establishes registration requirements, standards, and penalties for violations. Appropriates funds from the compliance resolution fund. Effective 7/1/2050. (SD1)
