A BILL FOR AN ACT

 

 

RELATING TO AGRICULTURE.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Act 99, Session Laws of Hawaii 2013, established the Hawaii agriculture workforce advisory board to advise the department of labor and industrial relations on, among other things, projects and programs recommended to promote the expansion and development of the State's agricultural industry.

     The purpose of this Act is to implement the recommendation of the Hawaii agriculture workforce advisory board that the State create an agriculture workforce development pipeline initiative to conduct training on all islands for teachers and school administrators in agricultural self-sufficiency.

     SECTION 2.  Chapter 371, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§371-    K-12 agriculture workforce development pipeline initiative.  (a)  There is established in the department a K-12 agriculture workforce development pipeline initiative to conduct training sessions on all islands for teachers and school administrators regarding agricultural self-sufficiency.

     (b)  The K-12 agriculture workforce development pipeline initiative shall be headed by a resource teacher who shall be a member of bargaining unit (5) and who shall be appointed by the director, subject to chapter 76.  The resource teacher shall develop and propose incentives, including scholarships, travel offsets, course credits, and stipends.  The resource teacher may hire, subject to chapter 76, necessary staff to carry out the purposes of this section.

     (c)  Course material for the training sessions under subsection (a) shall be approved by the Hawaii agriculture workforce advisory board established pursuant to section 371-19.

     (d)  The department shall submit annual reports to the legislature on the activities of the K-12 agriculture workforce development pipeline initiative not later than twenty days prior to the convening of each regular session."

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for the hiring of one full-time equivalent (1.0 FTE) resource teacher.

     The sums appropriated shall be expended by the department of labor and industrial relations for the purposes of this Act.

     SECTION 4.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect on July 31, 2150.
