A BILL FOR AN ACT

 

 

relating to early education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the positive outcomes associated with early learning come only with high-quality programs, a crucial element of which are qualified educators.  In addition to specialized coursework and training in early childhood education, early learning educators, which include both teachers as well as principals, require ongoing, targeted professional development to implement high-quality pre-kindergarten classrooms.

     In its implementation of their public pre-kindergarten program, the executive office on early learning brings together educators, including principals, several times a year for face-to-face professional learning with their peers.  However, educators in rural areas have expressed a feeling of isolation upon returning to their classrooms.  The legislature finds it is critical to provide these educators with equitable access to needed resources and regular collaboration with their peers and mentors in a professional learning community to help improve instruction and deliver a high-quality pre-kindergarten program.

     The development and maintenance of an online platform by the executive office on early learning will provide a tool through which communication between early learning educators can occur and can provide resources to these educators, including recorded trainings and meetings, accessible on a continuing basis, thus providing the permanency needed for an effective online community of learners.

     The purpose of this Act is to appropriate funds to the executive office on early learning for an online platform to facilitate professional learning for executive office on early learning pre-kindergarten program educators.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $20,000 or so much thereof as may be necessary for fiscal year 2018-2019 for an online platform to facilitate professional learning for executive office on early learning public pre-kindergarten program educators.

     The sum appropriated shall be expended by the executive office on early learning for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2018.
