A BILL FOR AN ACT

 

 

RELATING TO EMERGENCY PREPAREDNESS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The department of education shall establish a safe keiki grant program to encourage public schools to prepare for emergencies, including preparing a plan for a nuclear threat.

     The superintendent of education shall award funds to schools that:

     (1)  Practice emergency drills on a regular basis;

     (2)  Effectively communicate plans in the event of an emergency to parents and guardians of students; and

     (3)  Present to the department of education a detailed list of supplies, including water and nonperishable foods, necessary for students to remain at a school shelter for forty-eight hours in the event of an emergency.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2018-2019 for grants to public schools to purchase water, nonperishable foods, and other supplies necessary for students to remain at school shelters for forty-eight hours in the event of an emergency.

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2050.

Establishes the Safe Keiki Grant program to award funds to qualified DOE schools to purchase supplies for students to remain at school shelters for 48 hours in the event of an emergency.  Appropriates funds.  Effective 7/1/2050.  (SD1)
