A BILL FOR AN ACT

 

 

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Section 201-76, Hawaii Revised Statutes, is amended by amending subsection (a) to read as follows:

     "(a)  There is established the Pacific international space center for exploration systems, to be [administratively attached to the office of aerospace development in] placed within the department of business, economic development, and tourism[.] for administrative purposes only."

     SECTION 2.  Section 201-77, Hawaii Revised Statutes, is amended by amending subsection (a) to read as follows: 

     "(a)  There is established the board of directors of the Pacific international space center for exploration systems, consisting of nine members, to include:

    [(1)  The executive director of the space center as an ex officio, voting member;

     (2)] (1)  The director of business, economic development, and tourism, or the director's designated representative;

    [(3)] (2)  The president of the University of Hawaii[,] and the chancellor of the University of Hawaii at Hilo, or [the president's] their designated [representative;] representatives; and

    [(4)] (3)  Six members from government, industry, and academia, both national and international, with appropriate professional interests and backgrounds, to be appointed by the governor, pursuant to section 26-34; provided that of the members appointed under this paragraph [(4)], two members shall be appointed from a list of nominees submitted by the president of the senate, two members shall be appointed from a list of nominees submitted by the speaker of the house of representatives, and two members shall be appointed by the governor.

     The board shall select a chairperson from among its members."

     SECTION 3.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 4.  This Act, upon its approval, shall take effect on July 1, 2018.

Report Title:

Pacific International Space Center for Exploration Systems and Office of Aerospace Development

 

Description:

Amends section 201-76, Hawaii Revised Statutes, to expressly place the Pacific International Space Center for Exploration Systems within the Department of Business, Economic Development, and Tourism.  Deletes the executive director of the space center as a member of the board and adds the Chancellor of the University of Hawaii at Hilo.
