A BILL FOR AN ACT

 

 

making an appropriation for hiker safety and preparedness.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that every year there are numerous search and rescue efforts in Hawaii because hikers choose to ignore government warnings or hike on unmarked trails.  The counties expend crucial resources including money, time, and energy to save these hikers, and responders risk serious injury and death.  The legislature further finds that a public awareness campaign to educate hikers would help reduce future hiking incidents.

     The purpose of this Act is to appropriate funds to the department of land and natural resources for a public awareness campaign to educate the public about hiker safety and preparedness.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2017-2018 for a public awareness campaign to educate the public about hiker safety and preparedness, including:

     (1)  The Na Ala Hele trail and access program; and

     (2)  The cost of and safety risks associated with searching for and rescuing hikers.

     The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2017.
