A BILL FOR AN ACT

 

 

relating to economic development.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that replacing Aloha Stadium with a state-of-the-art stadium and shopping center complex has the potential to provide a variety of commercial, residential, and athletic options for a wide range of people.

     The purpose of this Act is to require the department of accounting and general services to prepare a plan for the eventual development of the stadium site.

     SECTION 2.  Notwithstanding section 107D-2(b), Hawaii Revised Statutes, the legislature determines that Aloha Stadium is a priority facility that is best suited for the state facility renovation partnership program established pursuant to 107D-2, Hawaii Revised Statutes.

     Notwithstanding section 107D-2(c), Hawaii Revised Statutes, the department of accounting and general services shall prepare a plan to enter into a development agreement to replace Aloha Stadium with a state-of-the-art stadium and shopping center complex in exchange for a long-term lease to the developer of the state and federal lands at the stadium site.

     The department of accounting and general services shall submit a report of its plan, including any proposed legislation, to the legislature not later than twenty days prior to the convening of the regular session of 2018.

     SECTION 3.  This Act shall take effect on July 1, 2017.
