A BILL FOR AN ACT

 

 

RELATING TO HISTORIC PRESERVATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that section 6E-42, Hawaii Revised Statutes, plays an essential role in the protection and management of the State's historic places, burial sites, and aviation artifacts.  Section 6E-42 requires agencies and officers of the State and its subdivisions to submit for review all projects that may affect historic properties to the state historic preservation division in the department of land and natural resources prior to approval.

     Due to the current strength of the State's economy, demand for housing, and critical infrastructure needs, the state historic preservation division has an unacceptable backlog of projects needing review.  The state historic preservation division has also experienced problems recruiting technical professionals due to the highly competitive nature of the job market, which is exacerbated by the limited size of the pool of qualified applicants.  In order to increase the size of the pool of qualified applicants and assist in reducing the state historic preservation division's backlog of reviews, the legislature believes it is necessary to add student intern positions within the state historic preservation division.

     The purpose of this Act is to appropriate funds to support five student intern positions within the state historic preservation division.

     SECTION 2.  There is appropriated out of the         special fund the sum of $         or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for five full-time equivalent (5.00 FTE) temporary student intern II positions within the state historic preservation division.

     The sums appropriated shall be expended by the state historic preservation division for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2050.
