Your Committee on Finance, to which was referred S.B. No. 2346, S.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO ADDRESS CONFIDENTIALITY,"
begs leave to report as follows:
The purpose of this measure is to:
(1) Establish an address confidentiality program within the Department of the Attorney General to help survivors of domestic abuse, sexual offenses, or stalking relocate and keep their actual address confidential; and
(2) Appropriate funds to the Department of the Attorney General for the implementation and operation of the address confidentiality program.
The Hawai‘i State Democratic Women's Caucus, Hawaii Women Lawyers, Oahu County Committee on Legislative Priorities of the Democratic Party of Hawai‘i, Planned Parenthood Votes Northwest and Hawaii, American Association of University Women in Hawaii, Parents And Children Together, and a few individuals supported this measure. The Department of the Attorney General, Department of Taxation, Hawai‘i State Commission on the Status of Women, Hawaii State Coalition Against Domestic Violence, The Sex Abuse Treatment Center, Hawaii Women's Coalition, and Domestic Violence Action Center provided comments.
Your Committee has amended this measure by:
(1) Deleting its preamble sections; and
(2) Making technical, nonsubstantive amendments for clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2346, S.D. 2, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 2346, S.D. 2, H.D. 1.
