RELATING TO KUPUNA CARE.

Appropriates $4,000,000 for the full implementation and sustainability of the Kupuna Caregivers Program.  Requires the Executive Office on Aging to submit a report to the Legislature prior to each regular session that details program outcomes.

RELATING TO THE HEALTHY AGING PARTNERSHIP PROGRAM.

Appropriates funds for the healthy aging partnership program to further the program's role in improving the health and well-being of Hawaii's kupuna.

RELATING TO GENERAL EXCISE TAX EXEMPTIONS.

Establishes a general excise tax exemption for the gross proceeds or income from the sale of groceries that are eligible under the Supplemental Nutrition Assistance Program and prescription drugs.

RELATING TO THE POLICY ADVISORY BOARD FOR ELDER AFFAIRS.

Decreases the number of members appointed to the Policy Advisory Board of Elder Affairs.  Specifies that ex officio members are non-voting members.  Revises the list of State agencies that provide representatives to serve as ex officio members.

RELATING TO DENTAL HEALTH.

Supports the sustainability of the Hawaii virtual dental home pilot projects by ensuring providers who use certain telehealth procedures and apply caries arresting medications are reimbursed for doing so and clarifying that, for purposes of billing and payment, procedures performed using certain telehealth technologies are equivalent to those procedures performed in person.

RELATING TO HEALTH.

Amends the definition of "quality assurance committee" to include committees established by long-term care facilities, skilled nursing facilities, assisted living facilities, home care agencies, hospices, and authorized state agencies.  Allows for the creation of a quality assurance committee outside of a single health plan or hospital.

RELATING TO INSURANCE.

Prohibits property insurers from refusing to issue, refusing to renew, or canceling a homeowners insurance policy based in whole upon an insured's or prospective insured's obtaining or maintaining liability insurance coverage as a condition of licensure, temporary permission, or registration with DHS to operate a child care facility.

RELATING TO AGING.

Ensures that state and county planning efforts for the delivery of services to the aged or disabled share budgets, data, insights, strategies, goals, and definitions of success and recommendations.  Reforms and improves the timely movement of funding and approvals to ensure that there are no delays in the delivery of services.
