RELATING TO AUTOMATIC FIRE SUPPRESSION SYSTEMS.

Establishes a refundable income tax credit of 25% of the total costs, including installation costs, of an automatic fire suppression system in any new detached 1- or 2-family dwelling unit in a structure used only for residential purposes.  Sunsets on 6/30/25.

RELATING TO HOUSING.

Establishes expedited approvals for affordable housing projects seeking district boundary amendments for land areas of fifteen acres or less under the jurisdiction of the counties, as well as expedited approvals by the Hawaii Community Development Authority.

RELATING TO HOUSING.

Requires that construction and renovation of publicly funded residential housing incorporate housing visitability standards.

RELATING TO HOUSING.

Waives exaction requirements and zoning requirements for housing projects where all units are affordable to persons and families with household income at or below one hundred forty per cent of the area median income.  Makes such projects also eligible for additional exemptions pursuant to section 201H-38, HRS.

RELATING TO TEMPORARY HOUSING.

Allows the State to construct temporary emergency transitional housing for homeless persons without going through permitting process.  Authorizes the State to cooperate with nonstate actors to find permanent housing and other programs for homeless persons.

RELATING TO PLANNED COMMUNITIES.

Requires the counties to designate an agency to inform the public and hold a hearing when lands included in a community master plan are proposed for sale and intended to be used for a purpose other than as proposed in the master plan.

RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Clarifies the interests that must be represented by members of the HCDA representing community development districts.  Requires the senate president and the speaker of the house of representatives to nominate representatives of the several community development districts to the HCDA, and requires those representatives to be nominated only as a resident representative or a small business owner or nonprofit organization representative, but not both.
