Amends the effective date for the implementation of Hawaii Domestic Relations Orders by the Employees' Retirement System.

RELATING TO EMPLOYER CONTRIBUTIONS TO THE EMPLOYEES' RETIREMENT SYSTEM.

Allows payment of employer contributions to the Employees' Retirement System in advance of the fiscal year in which the contributions are required; provides for interest on and application of the advance payments.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND DEFINITION OF "DEPENDENT-BENEFICIARY".

Amends the definition of "dependent-beneficiary" as used in chapter 87A, Hawaii Revised Statutes.

RELATING TO TECHNOLOGY.

Creates a Hawaii Innovation and Technology Research Corporation to grow Hawaii's innovation and technology industry to be placed under the Department of Business, Economic Development, and Tourism for administrative purposes.  Establishes a board of directors of the Corporation and the powers of the board.  (HB2709 HD1)

RELATING TO AFFORDABLE HOUSING.

Directs the Hawaii Housing Finance and Development Corporation, or the appropriate state entity, to initiate negotiations to keep the units of the Front Street Apartments on the island of Maui affordable or to acquire the Front Street Apartments property unless certain conditions are met.  Appropriates funds. RELATING TO STATE ENERGY AGENCIES.

Establishes the Office of Clean Energy to assume the duties of the energy resources coordinator, presently the director of the Department of Business, Economic Development, and Tourism.  Transfers the functions of the State Energy Office to the Office of Clean Energy.  Appropriates moneys.  (HB2724 HD1)

RELATING TO ADMINISTRATIVE HEARING OFFICERS.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
