Amend section 78-23(c), Hawaii Revised Statutes, to allow the Employee's Designation of Beneficiary form to be kept in the department where the employee is employed and also to permit the designation to be filed and maintained electronically.

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND DEFINITION OF "DEPENDENT-BENEFICIARY".

Amends the definition of "dependent-beneficiary" as used in chapter 87A, Hawaii Revised Statutes.

Preserves the Employees' Retirement System's use and control of unclaimed member contributions and benefit payments.

Allows the Board of Trustees of the Employees' Retirement System, through its Executive Director, to appoint one or more investment professionals and changes the status of investment specialists from civil service to exempt from civil service.

Makes housekeeping amendments to Boiler and Elevator Safety Law; extends the time from five to ten years for the Director of Labor and Industrial Relations to reimburse the general fund from the Boiler and Elevator Revolving Fund.

RELATING TO COLLECTIVE BARGAINING.

Requires the Labor Relations Board to deliver its orders and decisions by hand, USPS mail using a delivery confirmation, or electronically.  Extends the time to hold a hearing on a complaint from 40 to 90 days.  Repeals the requirement for the State to pay for witness fees and to conduct an audit.  Establishes a collective bargaining dispute resolution special fund.

Corrects inconsistent terminology in statutory provisions relating to beneficiaries of retirement benefits dying prior to the death of the retirant.

Establishes a retirement savings board to administer the Hawaii retirement savings plan.  Establishes the Hawaii retirement savings plan administrative fund.  Requires the board to report to the legislature before establishment of the Hawaii retirement savings plan.  Requires the board to annually report to the governor and legislature.  Appropriates funds.

Repeals the authority for department heads to establish positions for special, research, and demonstration projects approved by the governor.
