RELATING TO THE CORRECTIONS POPULATION MANAGEMENT COMMISSION. Requires the Corrections Population Management Commission to meet at least once per quarter. Expands the commission membership to include a substance abuse or mental health expert and an advocate for incarcerated individuals. Requires the Department of Public Safety to provide commission members with access to internal information and the authority to conduct spot checks on correctional centers and facilities. Requires the commission's annual report to include a summary of the commission's decisions and data and status updates for commission recommendations.

MAKING AN APPROPRIATION TO THE DEPARTMENT OF THE PROSECUTING ATTORNEY OF THE CITY AND COUNTY OF HONOLULU. Appropriates funds to the Department of the Prosecuting Attorney of the City and County of Honolulu for the career criminal prosecution unit.

RELATING TO ANIMALS. Repeals the requirement for the county of Kauai to contract with the Kauai Humane Society to provide animal services.

RELATING TO DOMESTIC VIOLENCE. Provides that funds received from the federal government for the purpose of addressing domestic violence and moneys from the Emergency Medical Services Special Fund shall not be distributed to a law enforcement agency or emergency medical services agency whose policies, procedures, and training for personnel and supervisors do not formally require lethality assessments and safety planning with victims of domestic violence. Takes effect 7/1/2020.
