RELATING TO AN AIRPORTS CORPORATION.

Authorizes the establishment of the Hawaii airports corporation within the department of transportation for administrative purposes.  Sets out appointment of members to the board of directors and powers and duties of the Hawaii airport corporation.  Transfers the aeronautics functions of DOT to the Hawaii airports corporation by the established transfer completion date agreed upon by Hawaii airports corporation, the director of transportation, and the governor, which shall be no later than July 1, 2021.

RELATING TO RENEWABLE ENERGY.

Replaces the current renewable energy technology systems tax credit with tax credits for solar or wind energy property and energy storage property and is applicable to taxable years beginning after 12/31/2018.  Establishes a demonstration project for building energy efficiency designs within the Department of Transportation.

Limits parking fee exemptions for electric vehicles for non-metered parking at all state airports under the jurisdiction of the department of transportation.

RELATING TO DRIVER'S LICENSING.

Amends the law authorizing the issuance of a limited purpose driver's license, limited purpose provisional driver's license, or a limited purpose instruction permit to applicants who voluntarily choose to obtain a non-compliant REAL ID licensing credential.
