Authorizes the issuance of general obligation bonds for design, plans, material, construction, and equipment for an extension of the Lahaina bypass road from north Keawe street to beyond Pu‘ukoli‘i road.

Authorizes the issuance of general obligation bonds and appropriates funds for the planning, design, and construction of the central Maui transit hub.

Changes driver's licensing requirement for operation of autocycles.

Prohibits a towing company from towing a vehicle that is parked in a parking stall that would otherwise require a person to pay for parking by means of a ticket issuing machine if the ticket issuing machine is inoperable.

RELATING TO RENEWABLE ENERGY TECHNOLOGIES.

Provides an income tax credit of thirty-five per cent of the actual cost, up to $1,500,000, for each ocean thermal energy conversion system constructed for the purpose of research and development.  Applies to taxable years after December 31, 2017.
