Description: Clarifies the powers and duties of the State Ethics Commission; increases fines for ethics violations. Restores protection for legislators when carrying out a legislative function. Clarifies what is an expenditure for lobbyists and what is considered lobbying. Amends requirements for filing statements of expenditures. (HB290 HD1)
