                   A  BILL  FOR  AN  ACT

RELATING TO AGRICULTURE.
 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that agriculture, for
 
 2 decades a mainstay of Hawaii's economy, continues to face a
 
 3 significant period of transition.  While the downsizing of the
 
 4 sugar and pineapple industries presents an unprecedented
 
 5 opportunity for the conversion of agriculture into a dynamic
 
 6 growth industry, it also represents a considerable challenge for
 
 7 the industry.
 
 8      In response, the legislature approved Act 176, Session Laws
 
 9 of Hawaii 1998, to ensure that the department of agriculture is
 
10 equipped with adequate powers and resources to enable it to
 
11 effectively take advantage of these current opportunities.  As
 
12 part of this restructuring and consolidation, Act 176 changed the
 
13 composition of the agribusiness development corporation board of
 
14 directors, by replacing its current membership with that of the
 
15 board of agriculture, effective July 1, 1999.
 
16      The legislature further finds that while this is a worthy
 
17 goal, it leaves scant time to accomplish an effective and
 
18 successful transition of the current work of the two separate
 
19 boards.

 1      The purpose of this Act is to support the continued
 
 2 redevelopment of Hawaii's $2,900,000,000 agricultural industry,
 
 3 by extending the composition of the current agribusiness
 
 4 development corporation board of directors for an additional five
 
 5 years, and to appropriate funds for the continued expenses of the
 
 6 board.
 
 7      SECTION 2.  Act 176, Session Laws of Hawaii 1998, is amended
 
 8 by amending section 19 to read as follows:
 
 9      "SECTION 19.  This Act shall take effect on July 1, 1998;
 
10 provided that section 5 shall take effect on July 1, [1999.]
 
11 2004."
 
12      SECTION 3.  There is appropriated out of the general
 
13 revenues of the State of Hawaii the sum of $          , or so
 
14 much thereof as may be necessary for fiscal year 1999-2000, and
 
15 the same sum, or so much thereof as may be necessary for fiscal
 
16 year 2000-2001, for the expenses incurred in the performance of
 
17 the duties of the agribusiness development corporation board.
 
18      SECTION 4.  The sum appropriated shall be expended by the
 
19 department of agriculture for the purposes of this Act.
 
20      SECTION 5.  Statutory material to be repealed is bracketed.
 
21 New statutory material is underscored.
 
22      SECTION 6.  This Act shall take effect on June 30, 1999;
