                   A  BILL  FOR  AN  ACT

RELATING TO HUNTING.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Chapter 183D, Hawaii Revised Statutes, is
 
 2 amended by adding a new section to be appropriately designated
 
 3 and to read as follows:
 
 4      "�183D-    State hunting advisory council.  (a)  There is
 
 5 established on each of the islands of Hawaii, Maui, Molokai,
 
 6 Lanai, Oahu, and Kauai, a state hunting advisory council chapter;
 
 7 provided that the island of Hawaii shall have two chapters, due
 
 8 to its large size, with one designated the east Hawaii chapter
 
 9 and the other designated the west Hawaii chapter.
 
10      (b)  Each chapter shall have a panel comprised of the
 
11 hunting, shooting, and related sporting clubs in their respective
 
12 districts as well as members of the nonaffiliated hunting
 
13 community at large.  These panels are encouraged to reflect the
 
14 diversity within the hunting community.  Each chapter shall be
 
15 responsible for electing two delegates and two alternates to
 
16 represent the chapter's interests on the state hunting advisory
 
17 council.
 
18      (c)  In accordance with section 26-34, the governor shall
 
19 appoint those delegates and alternates elected by and

 1 representing each chapter to the state hunting advisory council,
 
 2 each chapter having no more than two voting representatives to
 
 3 the council for a maximum of fourteen votes altogether.
 
 4      (d)  The appointed delegates and alternates of each chapter
 
 5 to the council shall serve for a term of two years.  Delegates to
 
 6 the council shall elect one chairperson, one vice-chairperson, a
 
 7 financial chairperson, and a recording chairperson or secretary.
 
 8 There shall also be one elected legislative chairperson.  The
 
 9 five elected chairpersons shall make up the council's executive
 
10 committee.  The duties and functioning of the council shall be
 
11 described by their bylaws as adopted.
 
12      (e)  The council shall seek assistance in its duty of
 
13 developing statewide perspectives on hunting from ex officio
 
14 members who are to include the administrators of the two
 
15 divisions of forestry and wildlife and of conservation and
 
16 enforcement, and the members of the board of land and natural
 
17 resources.  The state hunting advisory council shall advise the
 
18 board, the department, and others, on matters affecting hunting
 
19 on each island and throughout the State, including proposed rules
 
20 and the enforcement thereof.
 
21      (f)  The full council shall meet regularly to discuss,
 
22 formulate, and devise county and statewide hunting perspectives
 
23 but not less than two times per year.  The council may hear such

 1 persons and acquire such information as it desires and shall
 
 2 communicate its findings and recommendations to the department
 
 3 and the board.  Members of the council shall receive no
 
 4 compensation but shall be reimbursed by the department for all
 
 5 necessary expenses out of the wildlife revolving fund."
 
 6      SECTION 2.  New statutory material is underscored.
 
 7      SECTION 3.  This Act shall take effect upon its approval.
