                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR TWENTY-FOUR-HOUR AMBULANCE SERVICE
   FOR THE EWA PLAIN AREA INCLUDING MAKAKILO, KAPOLEI, HONOKAI
   HALE, EWA, AND EWA BEACH.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the community of
 
 2 Kapolei is projected to have a population of almost seventy
 
 3 thousand by the year 2000.  Currently, the residents of Kapolei
 
 4 are served by the ambulance facilities at St. Francis West
 
 5 Hospital, but not during the hours from 11:00 p.m. to 7:00 a.m.
 
 6 Also, the response time from St. Francis West Hospital to Kapolei
 
 7 exceeds what is allowed by the department of health guidelines to
 
 8 reach the Makakilo area.  According to the department of health,
 
 9 the Ewa Plain, which includes Makakilo, Kapolei, Honokai Hale,
 
10 Ewa, and Ewa Beach, is the only geographical area in the State
 
11 other than Kula on the island of Maui that does not have twenty-
 
12 four-hour ambulance service.
 
13      The purpose of this Act is to appropriate funds to provide
 
14 twenty-four-hour ambulance service for the Ewa Plain area
 
15 including Makakilo, Kapolei, Honokai Hale, Ewa, and Ewa Beach.
 
16      SECTION 2.  There is appropriated out of the general
 
17 revenues of the State of Hawaii the sum of $         , or so much
 
18 thereof as may be necessary for fiscal year 1999-2000, and

 1 $         , or so much thereof as may be necessary for fiscal
 
 2 year 2000-2001, to fund twenty-four-hour ambulance service for
 
 3 the Ewa Plain area including Makakilo, Kapolei, Honokai Hale,
 
 4 Ewa, and Ewa Beach.
 
 5      SECTION 3.  The sums appropriated shall be expended by the
 
 6 department of health for the purposes of this Act.
 
 7      SECTION 4.  This Act shall take effect on July 1, 1999.
