                     A BILL FOR AN ACT

MAKING AN APPROPRIATION FOR THE VISITOR ALOHA SOCIETY OF HAWAII.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the State's economic
 
 2 health is largely dependent on its ability to provide a safe,
 
 3 secure environment for visitors and residents.  An increase in
 
 4 crimes against visitors to Hawaii, even the perception of such an
 
 5 increase, and the resultant negative feelings about Hawaii as a
 
 6 destination can adversely impact future visitor arrivals,
 
 7 expenditures, and hence, tax revenues that support public
 
 8 facilities and services.  The legislature further finds that it
 
 9 is in the public interest to support the efforts of the visitor
 
10 Aloha Society of Hawaii to minimize the trauma suffered by
 
11 visitors to Hawaii who are the unfortunate victims of crime.
 
12      The purpose of this Act is to provide funds to the Visitor
 
13 Aloha Society of Hawaii so that it may continue to assist
 
14 visitors who are victims of crime.
 
15      SECTION 2.  There is appropriated out of the general
 
16 revenues of the State of Hawaii the sum of $113,800, or so much
 
17 thereof as may be necessary for fiscal year 1999-2000, to support
 
18 the efforts of the Visitor Aloha Society of Hawaii.
 
19      SECTION 3.  The sum appropriated shall be expended by the

 1 department of business, economic development, and tourism for the
 
 2 purposes of this Act.
 
 3      SECTION 4.  This Act shall take effect on July 1, 1999.
